I'm embarrassed to admit my mental inadequacies! #1 rules out contiguous states. There doesn't seem to be any order by date admitted into the union, though there is a general movement later and West! I can't place a pattern by capitals. Surely I'm missing something obvious!

Linda J. wins our utmost respect. Linda caught that each line consists of two states and the middle word is not a state, but rather the river between the two states. Between WA and OR is the Columbia River. Linda, you're brilliant.
